Most of the Steemians I have in mind are (only) writing in German, and as far as I know @ocdb is not curating that. Thus I mention two which I think are underrated for sure:
@kobold-djawa (own paintings, music videos, gardening, parenting)
@tangmo (traveling, nature)
Both never reach 10 dollar payouts, and without my upvotes it would be even less.
