They are most definitely bots. But at the same time, there are people downvoting people who are using bidbots.
If you want to be successful here, the key is engagement with other people. Make at least 20 comments every single day. Post quality blogs and maybe even some videos to DTube.
For me, I am going ignore them and focus on meeting and encouraging really good people to post more content.
