Public Service is a Public Trust: Gear towards Modernization

Quality Management can be defined as getting things done through others. Thus, it is of paramount importance that there should be coordination and mobilization of individuals and group efforts to achieve the goal of the organization. The real core of administration is the basic service which is performed for the public. It is the administration which ensures the security and protection of life and property of the members of the society by maintaining proper law and order.

Pursuant to Section 2 of the Republic Act No. 6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees”, public officials and employees shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, and uphold public interest over personal interest.

As a public servant, one should abide to the existing rules and regulations provided by law. In every government agency, there are missions, visions, mandates and functions to promote the common good and bring our services closer to the citizens, whom we owe to serve.

The Philippines, as a democratic country, it has been observed that the people are resistant to change when there are new policies for implementation subject to the directives of the government. A very good example is the Public Utility Vehicle (PUV) modernization program of the Department of Transportation (DOTr). Several transport groups and jeepney operators oppose the implementation of this program which led them to a nationwide transport strike for the government to hear their sentiments. The people must adapt to changes and transfer of technologies because this program will be for the benefit of mankind and Mother Nature that seeks to provide a safer and environment friendly option of transportation for commuters.

I agree to the modernization of transportation in our country. The reason why people are too set in their ways is that no one is challenging people to find other ways to earn a living. Here in our country, you see one cell phone kiosk in the market and surely enough, there will be one block of people offering the same cheap cell phones and mediocre services. The old government just says yes to what people want and not to what they actually need. If one cannot welcome progress, they will be left out.
