This is a Communist memorial -- to Alyosha, the Legendary Russian Soldier
And this house -- the plaque signifies a martyred communist party member once lived here -- is no longer extant (regulations on cultural sites make upkeep untenable) ...
This particular drinking spout also needs attention ...
