Even they should not get downvoted at once. They should get informed and be warned first. There is an account called @sources which I have used sometimes.
This would be my first step to inform: write a comment and include the command ! sources and the @sources account will add an informative comment.
If the user does not act like he should I would go on to the next step ... but first I always would try to be nice.
