Most of the people begging for upvotes do not have any steem power to give a significant upvote in return.

The key to success on steemit is INVESTING! and no one seems to want to do that...

If two or more want to upvote eachother (voting circle) thats fine as long as the content is worth the vote ammount, in my opinion.

It is a free market and with no clear leadership from steemit inc people can kind of just do whatever they want. Just as people have the right to up vote whatever they want, other people have the right to flag whatever they want.

People, who have invested, also need to learn how to manage their voting power, I see many people with a decent amount of steem power but their voting power is near zero % making the upvote worthless.

The upvote for upvote doesn't work because its what new users without much SP tries to apply when building their followings.. But I was thinking what if people with sufficient SP comes together and form a circle.. Do you think something like that could work?

That seems to be what most of the people with significant SP are doing to some degree or another.

Which is fine, the problem is when you have people with a lot of SP who are pretending to upvote others organically but really it's just a proxy account made by them to hide their high % of self up voting.

Again I don't care much if the content is worth an upvote... it's more problematic when it's last minute voting on the sixth day and things of that nature which bring it closer to abuse.

I would need to have a very high opinion of someone's content to put them on an automatic voting system or that is to say guarantee them an upvote on every post.
