... The best chocolate actually is suiss chocolate I believe. You can find Lindt and Toblerone almost anywhere in Europe. In Belgium they got really good truffles but quality varies depending on the brand.

The commercial Swiss chocolate are quite nice but the Godiva and Neuhaus are really better but the cost per bite is higher :-) but some Belgian friends tell me the Godiva is more touristy and there are better ones.
Just talking about the commercial stuff ;)
I've not tried any Belgian commercial so far. time to look for it.
