I'm seeing such poster for the first time in my life and I'm baffled (nothing attached). It could be idiom or parody. Enlighten me more would be appreciated sir.

Well, it sounds like when you see a sign that says sex, your first thought is to go to a motel, which is a place associated for "cheap sex" :D
Not really....it depends on the content in which the phrase is being used. In addition, the full understanding of an article will be known only by the writer; readers could just comprehend slightly.
