The number of representatives in congress are based on population. The greater the population the more representatives, in other words there are ratio guidelines, so many representatives per so many citizens. If the non citizens are not counted, then they are going to disproportionately affect the number of people in a district, giving more weight to the votes in that district. Long story short, those in a district with many illegals get more representation in congress because the illegals tip the scales in their favor. Now, tell me about unconstitutional, you bunch of leftist hypocrites. These are truly, vile people that use deception and outright lies to push their agenda. That have no conscience and no soul.
