Powering up is a process of transfering yout steems to steem power. You can do it going to your wallet and choosing "power up" by pressing the arrow next to your steem ammount. Then steemit will ask how many steems do you want to convert into steempower. After you enter the ammount you'll have to type your password again. And then - ta-dam! You power up. More steem power gives you more voting power:)
