Lately it seems to be more effective then it was when the feature was first introduced, but it's still a bit of a lottery tbh.
A few whales like @berniesanders and @smooth are encouraging promoted posts , and since my posts have started doing a bit better I've started making a habit of trying to get into the top 20 promoted page as long as it's not too expensive.
