probably a slight reduction that will probably keep going because as you said it's global, they look for a combination of "political stability, top life quality, low taxes" so probably somewhere like Dubai is what they are looking for. have a good day!

I think Dubai is something of an expat hotspot, but I just couldn't live there!
with 90% foreigners to 10% citizens- indeed it is!, if you don't mind can you explain more- why "you just couldn't live there"?, was it the hot weather? cultural/religion- differences? political/ideological- differences?. "most no tax nations are just small islands that lack of advanced universities & healthcare facilities- hence it's easy to tell why one just can't live there, but this isn't the case of dubai & that makes me wonder!". have a good day!
It was just my total inability to speak the language that was all!
when i started my last comment i was about to write: "if it was somewhere else i would mention the language barrier- but hence 90% are foreigners- probably almost everybody speaks english & even for the 10% locals probably the young generations between 9y to 49y do speak english at least to some extent". because i didn't expect it to be the answer i just deleted that part!. anyway me & my father do teach Italian, Turkish & Arabic"both standard & most common dialects" i'll make lessons that make learning simple & quick- here on hive- probably starting from late May or June, you are more than welcome to join!- also if you have any question regarding the language you are more than welcome to ask!
Thanks for the offer, but I'm honestly just rubbish at languages!
