I do not think these two actions should get a 100% TABU.
Both voting bots and selfvoting is OK to me, AS LONG (!) as it not exceeds 10-12% of the total amount of distributed voting power (so % is based on how many rewards were distributed, not numerical quantity of votes).
At the same time I believe there can not be any kind of justification, if this type of votes is above 40%
