That means that it will be much easier to develop, use and search for applications. You can sign in for newsletter or just invest the opportunity. Because of the limitations of the interenet we are rectricted to a single blockchain so comunication betwen one and another is very difficult. With overledger as they call it you solve the communications, transactions, development and much more. So you can select witch one you like (the technology, application, …) and start from there. This is just the way I understand and maybe I wrote something wrong but I think I got to the point of the massage that they try to develop/create.
