this rule Posts cannot be older than this post. does this mean that the photos must be taken after you announce the theme of the week? i posted a power of water entry with a photo taken before the announcement but i have withdrawn it from the quest until i make sure i understand the rule.

No, the photos can be older :)
It means that the post you will publish as an entry to the contest must not be older. It is to prevent users enter with already published contest and just editing it.
