Thanks for the update. I just have a clarification question regarding upvote stacking.
I see that you are allowing people to get T 1 even if their 100% upvote is less than $0.03:
Upvote a minimum of 7 posts per week at 100% and still get placed in Tier 1 instead of Tier 0.
But regarding stacking up upvote and subscription/delegate you write:
Note: You can stack to Tier 2 if your upvote is currently worth $0.03 (T1) and you pay the 1 steem (T1) ie: T1 + T1 = T2
Is the upvote stacking ONLY available if your upvote meets the $0.03 threshold, even if you acheived T1 through 100% upvotes that are less than the threshold?
By way of example, if I 100% upvote 7 posts/week at less than the threshold AND delegate 100 SP AND send 1 Steem per month. Is that a T2 or T3 scenario?
Another question, and I'm sorry if this is unnecessary complicated, but what can be said about the person who upvotes ALL @qurator posts with each vote below the threshold, BUT the total combined upvote is more than $0.21. Note that 7 upvotes at $0.03 = $0.21. This past week, there have been 11 @qurator posts.
Again, by way of example, let's say I upvoted all 11 of those posts, but each upvote was only worth $0.02. Well, that means my combined weekly upvote "contribution" was $0.22.
The same question applies to the T2 voting threshold. 7 votes of $0.05 = $0.35. What if somebody contributes more than $0.35 each week with upvotes, but each vote is less than $0.05?
Again, sorry. I'm a lawyer and sorta live for the fringe examples :D

About the stacking of T1 - as some member do not have their vote at 0.03 value yet, we do allow them to stack up with their 100% too. As long as the T1 is achieved (by 0.03 upvote or 100%) it can be stacked to any higher Tier.
So your example...
...would give you T3:
100% upvote (T1) + 100 SP (T1) + 1 Steem (T1) = T3
Looks like we have been lawyer :p
Theoretically your calculations are right here. If someone upvotes with less on more posts the total value in a week would match. But it would make a hell to admin for us if we start allowing exceptions like this. Thus we tried to unify it for everyone and make it simple by upvoting 7 posts a week.
Thanks for the detailed response! And I totally understand about the administrative issues. I was not sure what the back-end looked like for you guys when you are measuring people's upvotes. If calculating weekly upvote value is more complicated than tracking whether or not someone votes 7 times at 100% or $0.03, then I agree with sticking with the system you guys have. It is a good one.
