Actually, there is only one reason to vote later on a post. Yes, the value stays the same regardless of the votes already on the article. Furthermore, it may look like voting on a new post will lose out on money, dripping cents every hour or so for the next 7 days, which is true, but that doesn't make voting later worth more. That's because a later post will reap smaller rewards anyway, because of the newly created steem in those 6 days.
The only reason to vote on as late a post as possible is because you have nearly direct payout. That's a good reason to randowhale a 6-day-old post.

Another thing, we are looking at a 1-5% now. Will this go back to 1-3% or stay like this?
