Recruiting

Hi,
I am a recruiter of a construction company.
During the progress of the recruiting, the most difficult thing is to touching one's heart.
Because recruiting is not only about the salary or benefit package but also enthusiasm, intention, willingness to work at our company etc.
So I try to convince the candidates that our company can provide you better experiences and challenging duties. So it can make your capability be broaden.
However, it never work.
Does it my convincing skill problem? or the problem of candidates?
Otherwise is touching one's heart in terms of recruiting ideal?
