Resteeming is free anyway. You just need a network of Steemian contacts and high quality posts. Nobody should pay $0.001 for a resteem. Bad idea!!!
He has 4400 people following him, i would even pay 1$ for resteem
but he says not to send more than 0.001$ and he even refunds after resteeming
He is good person
Ask yourself why he has a reputation of -1.
