Reverse Boring - Is it really a criminal offence everywhere ?

I never thought movies too can help this much in general knowledge but here it did. Movie "Irada" brought the awareness and made me realize how dangerous could it be of not knowing such things.

The reason why it is important is the effects and the crisis it can bring.
For those who doesn't know, there is a process of boring where be make piped wells to pull water or oil from earth. Opposite to that in reverse boring the waste from any industry can be dumped into the earth through piped wells.

This process is the reason that contaminated ground water at a very large area in Punjab (India), and still many of us are not aware of it. I too came to know this only after watching the movie, which has highlighting the crisis and the cancer belt (sounds scary) it has created in state.

Has it been a criminal offence, how come that ever happened and is it being properly monitored not to happen again ?
Are other states safe enough ?
