Yah, possibly but it certainly is true and puts a real bad stigma on the SPCA... Aren't we all animals?
Plus, the robot is harmless. It doesn't have weapons or similar mechanisms. It only patrols and detects criminal activity. All action is on humans that act upon the information given by the robot.
Well... I haven't seen the types of methods this robot uses and you could be completely right. But if it has an alarm or other annoying devices it could still be considered harassment.
