well i don't know if thailand really abides by those rules and there are wildfires up this way basically every year. There is intentional burning that I see every year up there in the hills / mountains so hopefully that is a controlled fire but it often gets out of control.
The "On On" is the way that the others can follow behind, yes. There are lots of ways that this could be done more efficiently with technology, but we like to stick with tradition.
