如果今天的steem-engine的硬分叉没出现什么问题，我们将按照上面的时间开启锁仓功能
在完成最终设置后，将公布解冻期。
■ 更改支付分配率
现有的分配率分配给常规池，占总数的90％。
SCTM挖掘被分配到10％的采矿池
您可以按如下方式组织。
因此，改变后的分配率如下。
作者40.5％：策展人40.5％：受益人9.0％：SCTM采矿10.0％
