There is a group of people, unified by one trait, that are secretly controlling society / actively seeking to topple our society. Their influence is so grand, so significant, that they always find themselves in positions of powers / they have corrupted the minds of the people. They are the source of most, if not all problems - they at least make almost everything worse, just by merit of their existence. It is integral to their very being. They disadvantage all others in society, they are prioritised above* all others, society is constructed around them / catering to them. There is very little one can do, and most change in the system results from them. We must convert them, leverage them, remove them or otherwise - for society to be better.
Who was I describing?
According to many Fascists, the Jews.
According to many Marxists, the Capitalist.
According to many Clergymen, the Heretic, the Pagan, the Atheists.
According to many* Monarchs, the Marxist, the Social-Revolutionaire, etc.
According to many Socially-Concerned Liberals (the Left), the 'White Man'.
Not all of these are directly analogous, and have their own quirks. But you might begin to notice that peoples have had a trend of generalising and attributing blame alongside it, for most of social history. Sometimes the class does not even have to be privileged, they just have to be so vile and unstable, so volatile (and somehow unjust in this), that they are an issue. Us or them. It is very typical.
Rather malicious people are, funnily enough, rather malicious. You can find exceptions to almost any rule, an absolute is actually an extreme rarity in life; often only found in theoretical propositions
