Actually, it would need to be proportional to the distribution of SP across accounts to be fair to all who use the SCOT tags - since a $0.012 upvote represents a different % vote depending on which account the upvote comes from.
An even distribution across accounts would be regressive (people that get voted by smaller accounts would get bigger SCOT votes proportionate to their SP vote). That has its own advantages/disadvantages, but that's what we are moving toward for tokens where we have idle voting power.
We are working on improving the distribution, but since many airdrops skipped us (or skipped some of our accounts) and our STEEM is all earmarked for the sustainability of our core program it takes time to reach our target distribution curves.
