Wow you have two great ideas for getting the City of Berkeley to get on Steemit. I agree they don't have the technology to do it themselves and they need to join the blossoming Steemit community. It will be good for the residents to interact with each other on there. The letter you wrote to the City Council is very noble, but may go unread. Only time will tell what they will decide to do. Yes, they will create even more debt. They just want to kick the can down the road more, hopefully nobody falls for it.
