Question For Social Media Buyers: What's New w/ "Message" Facebook objective?

A few days ago, Facebook said they were releasing a "Message objective for Facebook Ads".

Not sure I fully understand the difference with "traffic on/off" Facebook objective.

Will it be a question placement? Meaning "Message Objective" will deliver onto Messenger placement?
