Well for starters without the government pursuing military pursuits there would be no one and nothing in space. There also would not be any private space companies, those are all almost 100% government funded and they use government funded launch facilities. Secondly there is a whole lot of stuff in space, what do you think happens to a satellite or space station when it is hit by space junk?
