Yeah, I have to agree. There is a lot of garbage posts floating around. I'm still new to steemit so I'm not sure what you mean by saying that it is expensive to flag posts that already have votes? Can't we just flag garbage even thou it has votes?

When flagging my "down-vote" holds the same weight as my up-vote, so if I flag away rewards I have to try to balance that with my voting power.
