no, that's the maximum, not the minimum. Your bracket will determine the minimum. Most likely if you have a level 2 Legendary Archon, then you will be playing in Silver league and the minimum for those Units will be at 2,1,1,1

2.) The card level ranges for each of the new brackets will be defined as follows:
Common LVL Rare LVL Epic LVL Leg. LVL
Novice 1 1 1 1
Bronze 1-3 1-3 1-2 1
Silver 2-5 1-4 1-3 1-2

it depends on the Bracket the Archon is played in, and the minimum for that Bracket. In silver it would be 2 1 1 1
