Please note that when the new tournament format is released, cards played in ANY tournament game will have the 7-day cooldown applied if they are transferred (just like they currently do when used in Ranked battles).

The cooldown should apply to the cards that played in THAT tournament for THAT tournament alone. Why would it apply for 5-6 days longer? What's the harm of them going to another account for the next tournament? As long as the cards are only playing once right?
Heck you could go farther maybe all cards in the account of someone who played in a tournament are not elligible to play in that tournament from any other account.
Anyway hope you're able to make the rule make more sense.
