As far as I can tell. Balanced has a little more control. It has larger (6%) price steps - compared to 4% for rent everything. Also limits the CP/Dec to 1000 CP per DEC Vs 9999 for rent everything. Balanced also reduces CP/Dec closer to EOS though not sure that helps much now or not. Hope that makes sense!
