Well, the people with the most SPS to control the DAO votes are the ones putting forward these proposals.

SPS was largely funneled to specific people that supported the project early on. It is decentralized in the functionality but not in the realistic execution of SPS holding. Early movers almost always have significant advantage. If that is fair or not is up to you.

I find it interesting to analyze SPS holdings time to time.

There is approximately 728M SPS held by end users, guilds, and the likes (1,147,790,700 total - DAO, engine, and SPL holdings = 728,922,345). Currently 693M of that SPS is staked.

This means that 10-14 people/accounts control at least 5% of all potential voting power and the top 190 accounts (excluding DAO and SPL related) control 44.81% of voting power. Given that these people listed here very likely have other accounts I'm not aware of it is reasonable to assume that what these people want is basically going to be what happens. They obviously don't have majority and would have to have some sort of insider network to collaborate. Further, they still have to do some general convincing but that is a lot of power concentration. Finally, this is held SPS and not staked SPS so the chart represents potential vote power assuming full stake of all sps and not actual. If they are fully staked their vote power is likely much higher.
