Unpopular opinion... and I know it's not what this proposal is about, but I don't think we should make starter packs at all. I think they'll be a waste of money for anyone who buys them. You can buy a "real" pack now and still end up with far less than $1 worth of cards.
With only commons and rares, with no chance of gold foil, these packs will often produce like $.10 worth of cards. That will frustrate people. It would be much cheaper to buy the cards on the market.
The only advantage I can see, I suppose, is if someone has no idea what cards they want. But again, I can't see anyone spending even $1 on 5 regular foil common and rare cards and coming out thinking it was a good decision.
That said, I'll vote for selling 5 for $1 over 25 for $5.

It's definitely not what I personally had in mind for "starter packs" but it is what it is. I do tend to think the more granular option is better as well.
Yeah you will end up spending 1$ to get 0,10-0,20$ worth of cards as the overprint of common and rares will be huge, not worth it without a jackpot
Yeah, the more of these packs that sell, the lower the value of common and rare cards will be. It will only make the problem worse.
