It is pretty hard to know for sure which is the official account, but you can judge by simple signs as the account reputation which in this case is very low, or the posts which usually have the payout declined in case of an official account. @steemitblog is the official account, you can see they are having thousands of followers, a lot of votes to each post and a huge reputation.
