In my opinion if you are looking to give away tokens to people as a function of all the actions they'd taken on Steem than you want to give the most to people who have contributed the most time and effort on Steem.
So I would reward users the most who have;
Authored the most
Commented the most
Have been logged in the most
Obviously the problem with this is fake users accounts/bots so you would have to create some sort of algorithm that looks at all these users stories and comments and looks for patterns so you can hopefully determine if the actions were performed by a human or bot...
Users who just consume content and only vote and don't author/comment (are no doubt necessary for social network platforms) should definitely not be rewarded as much as people who have done all of the above...
