We have completed the change to remove the 20-second limit on comments as part of Hardfork 20. It will now allow a new comment every block (once every three seconds), which is the same restriction that is placed on voting.

Not sure, how it is different from now, but steemcleaners see a lot of spam.
And this will get worse, with the 3 second rule.
An account that has been phished will be able to spam now way faster with that implemented.
But yeah, that's no problem
