Only if you get curation systems with extremely high standards of fragmented curation (e.g. you can submit your images to forensic experts, your maths to a statistics experts). Open access lowers the barrier of entry massively and this has pros and cons. The biggest cons are mediocrity and predatory publishing. While there are already open access journals and some of them curated by scientists themselves curation overwhelm and burn out is the single biggest threat to any peer review system.
The answer could be layers and layers of channels opened and closed for curation.
