Poloniex owned it and now it has returned to the Steem wallets of the people who withdrew it.
Great. So most is likely to be powered up!
That is not exactly good because more money will be pouring out of the reward pool.
I would expect money taken off the exchanges and heading into wallets to be better for the reward pool?
