I see your point! You know that people by nature are greedy and lazy. If they see a way to make money without any effort they WILL DO IT I don't know of anyway that it can be fixed.
Sometimes things are started with good intent, but as the saying goes (THE ROAD TO HELL IS PAVED WITH GOOD INTENTIONS).
