In the case you are talking about I suspect the account being used to upvote @haejin is owned by bernie and is being used to justify flagging wars to enlarge his share of the reward pool through his Reward Pool Mining Bots.
So lets start looking for what is driving the Waring behavior of people like bernie sanders ?
Lets get the daily historical data regarding downvotes. We need to know the percentage of down votes compared to the total reward pool going back to the beginning.
We may just find that there is a correlation between Reward Pool rule changes and increases in down vote values.

That makes no sense, because @haejin earns rewards greater than the amount lost by flagging. Why would he drain the rewards pool in order to enlarge his share of the reward pool? By downvoting @haejin, he wastes voting power. Such an action is unprofitable.
