STEEM and EOS are equity-based systems. Eos already determines important policies by equity-based voting. Of course, STEEM's witness votes are also equity-based.
Therefore, account-based systems like the current DPOLL may have limitations for making important decisions. Of course, adding equity-based questionnaires to DPOLL is not that difficult.
However, there are quite a few places in STEEM that require an account-based approach, just as the DOW index, which is the equal-weighted method, is required in addition to the market cap-weighted S & P / NASDAQ index.
