I have been under the misconception that the dust threshold for post or comment payouts was done away with in Hard Fork 20 last October. Removing it was talked about but @tarazkp recently wrote it wasn't done after all.
In case you don't know, the voting dust threshold is the fact that posts or comments having less than $0.02 worth of upvotes in total do not get paid out. What that means is that any voting power expended on such posts or comments is wasted.
I routinely upvote any decent top level comments and often any comments to my posts. I'm in also in the habit of upvoting comments in any discussion I'm having in any comment section if my interlocutor does the same. At the current STEEM price, I need to assign about 15-20% voting weight to an upvote for it to exceed the dust threshold if it is the only upvote to a comment or post. That's maybe a bit too much as that tends to drain my voting power for no reason at all.
I'm going to have to start being a little more selective about which comments to upvote. One method is to upvote only the first comment in a thread. But that is not appreciating a good discussion properly. Another option is to come back later and give the first comment a big upvote. But the problem is that I wouldn't remember to do that very often. And I don't think not upvoting comments is very good for engagement.
I think the current dust threshold is way too high. I have ~5400 effective SP at present and my voting power is currently sitting at > 80 %. I'm practically a Dolphin and I upvoting comments is something I have to think carefully about. My account is easily in the top ten percent in SP of all daily active primary accounts here. I should be able to upvote any comment I want without thinking about some dust threshold put in place to fight blockchain bloat and upvote spam! I think if a clear dollar figure is desired, something like $0.001 would be more appropriate.

Remember that pre-hardfork19 (I think) there was no voting on comments at all. There was talk about creating a separate pool for it (I think might have been a good idea) but not having a dust threshold will mean micro accounts will drain the pool massively with nothing more than a few SP.
I'm not against there being a dust threshold, only having an unnecessarily high threshold. I think $0.02 is so high as to be harmful. Also, the issue of micro accounts with free delegation from apps can be fixed with a much lower threshold.
Yes, but as the price increases, 50 sp is enough and very hard to do much about on comments. It happens now and in the past, there have been bit armies of thousands of accounts doing it.
Have it adjust according to price. Use rshares as opposed to dollar value.

There is no benefit in voting a second after the 15 minute limit if your goal is to maximize curation rewards.
On the other hand, you lose a portion of your curation rewards proportionate to how long before the 15 minute mark you vote. But that is easily compensated by front running any big votes in particular. Go to steemworld.org and check out your own curation rewards. The last percentage shows your gain or loss in terms of curation reward. 20-25% is to be considered average.

What you said was not true in some of my cases. I did earn up to 50% reward on some posts which I voted two days later! It depends on the particular post. Now that I see the difference, I appreciate the timing of voting more than before.

I always consider a penny for your thoughts to be the right benchmark, albeit a lot of places round to the nearest nickel nowadays it's still a good saying to have.
I agree. A comment that adds some value to a post is easily worth a few pennies if not more. If the author is using Steem-UA, any engagement will increase his score somewhat which is why rewarding others for engagement makes sense.
