Yes, I think so too, but most importantly Steemit needs to be seperated from the main Reward Pool.
We can not have a Blockchain that is Dapp driven and its main Cryptocurrency is tied to one Application (Steemit) that doesn't even work properly.
We need the Reward Pool distribution between many competing Dapps not just only Steemit as a Proof of Brain mining source.
And communities could than implement your 50//50 Voting proposal if they like.
