The vast majority of users will never use them, and their primary use case will still be the same. Bullying and fighting primarily and to a much lesser extent to combat abuse.

Bluntly, 'most peoples' vote doesn't account for much, up or down at present and I feel this is more about coaxing larger votes away from self and out into the open. The 'free' flags should be used by anyone who cares for the future of this place. There are cheaters and scammers in our ranks they are taking 'someones money'.
