I was referring to the initial 15 sp that steem itself delegates to you...
But boy, I will tell you, I'm having serious issues with my available steem bandwidth right now.. I couldn't even post this reply without waiting and watching my bandwidth. It will just go up and down from negative to positive without me even doing anything for hours... I have barely been able to post all day...
Thats happened to me before. Did you happen to post something they didnt like or disagree with a steem whale? 🤣
Not that I know of... I've made that mistake in the past when I first joined lol... Won't be doing that again haha
Like now I'm suddenly back to 26% bandwidth, when just a moment ago I was negative 40 something...
Steem wont go anywhere with a handfull of whales making the decisions. I got over 1000 steem sitting on a exchange. Im not a social media queen. So its better there for a quick sell unless things improve big time and gains my full confidence I will not move it to the steem platform

nanocheeze figured out the answer 100%, read his reply above... It has to do with transaction counts for the week and current network bandwidth from witnesses...
