The change only added a step to the process of attacking. It's not that you have to attack blind, but rather send off 1 troop to spy and likely die. It's forcing some resources to be used up in the game which isn't the worst thing.

In general it was supposed to help fight the use of bots. But I'm not sure it worked and can't see any reason it would have any effect on the use of bots for attacking. If people would stop trying to cheat they wouldn't have to try and find ways to fight the cheaters.

Everyone needs to remember that if you are playing in someone's sandbox you have to play by their rules. DW will do as they want with their game and you need to be ready for these changes. The game is in Alpha and more changes will happen.

Dear @pifc your comments are always welcome and you always say right things.
I agree with you that now is much more easy to develop and when you see somebody send a Rowdy, you should be ready for future attack, but this is unfair to who are now coming and see that change suddenly like our friend @alberimsi.
He is needed some help with RC, do you know how i can delegate him some of my SP?

The change is sudden for everyone and not unfair to any single person IMO. The ones that supposedly have been hurt are the bot owners who had figured out how to automate the scanning of accounts and then autoattack every X hours right as the shield expired. This meant new people would never have a chance to attack targets as the bots kept finding more and more targets to add to their automated attack bots.

RC's isn't a DW issue, it's a Steem issue and until there is a good way to delegate RC's or RC pools it will continue to be an issue. I personally think that people should invest in Steem and not drop every penny into the games, but if you want to help this person out you can delegate even 10sp to make a pretty big difference as they aren't doing anything other then games on the blockchain.

This is the tool to use. Put in your account name and it will show any delegations you have currently out there, then under that list you will see where you can add a delegation to another person.
