It used to be random. And you did not post the value of the vote. So buying the service now is kinda random.
You can use steamworld.org to see the value of the vote. Just put your username after the URL. i.e. : steamworld.org/@UserName

I can't tell you want will will happen in the future. I tested this service out with .5 SBD. I got 1.6 back. Since that usually works about to about 1/3 SBD and 2/3 SP, I got back more than I put in.
