It was previously discussed to reduce the time limit on the initial voting penalty (currently 30 minutes) to make it less obtrusive to humans (rewarding intuitive "I like it" voting relatively more than strategic "should I wait another 20 minutes" voting). Is this still included?

A much shorter penalty would retain the disincentive for bots to flood the first block with instant votes but get out of the way of humans who don't want to set a timer to vote without being penalized. I personally think 30 seconds to a a minute is enough but the earlier discussion cenetered around 5-10 minutes.

The issue for that (along with quite a few others not mentioned in the post) is still listed in the HF20 project: https://github.com/steemit/steem/issues/1878. The current proposal has it being changed from 30 to 15. I'd be in favor of it being taken down to 5, but iirc they did not want to go too extreme due to wanting to quickly reach concensus on the set of changes in the HF.

IMO the 15-30 minutes is 'extreme' and human users of the platform (including both more- and less-informed ones) have been stating that for two years. But anyway, 30->15 minutes is a step in the right direction.
