I might make 1 Steem from this over a year and it's not worth it. I think I'd be in favour of increasing the minimum. Are there cases for micro-payments that need a memo? Otherwise we need spam filters for the wallet.

Yes. Blocktrades for instance, will send you a memo when your delegation expires, etc.
...bidbots use them too. These are only a small percentage of the larger scale spamming that is going on, by deliberately deceivers with shoddy services... who convince new users to participate in their fake services by sending steem or sbd to their worthless scam.
